According to Wikipedia, the source of all knowledge:

"After the destruction of the One Ring and the fall of Sauron, it may be presumed that Osgiliath was rebuilt, although it never regained its former glory. It is thought that Osgiliath was the capital city of Eldarion son of Elessar."

I guess you'll have to wait until the 4th Age to find out - or go back in time, whichever's appropriate.

After the destruction of the One Ring, the city of Osgiliath lay abbandonned until midway through the 7th age. It was at this point that the servants of Darkness moved into the ruins and constructed a towering edifice in preparation of the coming of a new power. This fortification was known as McDonalds, which translates as 'cheap and nasty' from the Black Speech. From this base of operations, the new Dark Lord could pass out gifts of power, much as Sauron had done with the rings, under the guise of tacky lttle plastic toys.

As Wikipedia says, we can assume it is.

What's less certain is how important it was compared to the other cities like Minas Tirith or Annuminas (also rebuilt) where Elendil and the kings of Arnor ruled before Fornost.

...and don't forget the Nuggets of Dysentery, man those things sent hundreds (if not thousands) of Gondorians to their commodes...many never returned.
