Forgot to mention, is this a power list? Or does it matter how one USES the list. Like him backing up every turn so he can keep volley firing at me with 17 orc bows.
The actual tactics behind using the army have nothing to do with powerplay, it's the army composition that counts. Backing every turn is pretty standard in any semi decent player's book if that will lead to victory (although 17 orc bows are pretty worthless, so I don't see the point in that - it's not like you have 17 elven bows).
The list itself is pretty weak in my opinion, can't say he's powergaming (especially with a Spectre, Orc Shaman and a Goblin Shaman in the mix - that's some of the most unefficiently spent 150 points I've seen in a while).
