As I said 15 due to compel. You move forward, compel a model 3" (or 5" in case of cavalry) to you and then charge it to the end of your 12", giving you an effective 15" charge range and avoidance of shooting. What are you or your opponents doing with their Fell Beasts? If you let your opponent just shoot at your FB then you're not doing it right. Ever heard of terrain? With 12" movement you can literally jump from behind a tree to another tree.

FBs have been one of the most dominant models in GTs since about 2007 and they have almost always featured in several of top 10 finishing armies (including being in winning armies in 2010, 2011 and 2012). In fact a force with 4 fell beasts (without a Shadow Lord) won the 2012 GT and 2 forces of 6 Fell Beasts were constantly playing on top tables in 2012 doubles.

Volley owns horses of all major heroes. With 12 elven shots the horse is dead on average 1/6 times. With 20 elven shots that's dead on turn 1 1/3 of the time. If the player has Legolas (pretty common in big tournaments) then the horse is dead in turn 1 or 2 of direct fire almost always due to autohit and Might.

As for this:

The point of using the non combat nazgul is to keep them out of combat, right? So why would you want to spend 50 pts on something that is best used in combat?

You're wrong, you're not spending 50 points, you're spending 35 - 40 because you already paid for the horse. It's not about wanting to spend points on it, but rather not having anything else to spend points on. A lot of the time you end up making your last full warband and you're on something like 970 in a 1000pts game. You can then drop 2 models and get a lone captain or drop 2 models and get a Fell Beast - it's a no brainer for me. Even if you're not in a situation like that the Fell Beast's cost is only 6 or so orcs extra than a horse - in a 60+ model army that's almost nothing, while a Fell Beast gives immense benefits. Purely by scaring your opponent's heroes by him knowing that a failed resistance of compel means he's trapped against an S6 A6 enemy and his hero is likely dead. Even if you haven't been in combat a single time the chances are that the FB paid itself back just by affecting how free your opponent is with his heroes.
