What do you think of my army:

Faramir w/ heavy armour - 75 pts
Damrod - 25 pts

3x Osgiliath Veterans w/ shield - 27 pts
3x Osgiliath Veterans w/ spear - 27 pts
3x Osgiliath Veterans w/ bow - 27 pts
19x Warriors of Minas Tirith w/ shield - 152 pts
8x Warriors of Minas Tirith w/ spear - 64 pts
12x Faramir's Rangers - 96 pts

50 troops; 33% bows; 493 pts.

Firstkly, thankfully you have hit the top no. a lot of people using Gondor use only 20 or 30 which is far too few, However, don't bother with Osgiliath Veterans with bows or spears, use WoMT withh spears, and Rangers for bows. Also, give half of your rangers spears, because they aren;t shoddy in combat as well as shooting.

I disagree with you, Osgiliath Veterans are very good if you keep them close to Faramir (or Boromir), which isn't too difficult. In effect, you're paying just one point for an increase to your Fight and Courage. Besides, the models are great. :)

You could swap Damrod for a Ranger of the North and then get four more Rangers (from the Grey Company), thereby increasing your archery.

But in doing so I would be going over the 50 troop limit.

You wouldn't, you would just swap WoMT for Rangers, effectively giving you 20 bows, but still staying under the limits.

Osgiliath Veterans are a bit meh due to the fact that they have to be close to Faramir, making them overpriced WoMT in some scenarios and usually there is no point in giving them bows because the bowmen are almost never kept close to the general. +1 Fight and Courage is useless if they're acting as spearmen too, so I would give them just shields and put into the front line. That or swap them for a bit more expensive Fountain Guards and have a few Citadel Guard bowmen instead of Rangers - might be useful for D3 and D5 opponents.

That what I meant when I said drop the Veterans wiith bows and spears. I did nit mean drop the shields as well. I meeant have Osgiliath Veterans with shields supported by WoMT with spears, whilst Rangers serve as Archers, half of which also have spears.
