I'm not shore what you want... but the models you want in your army have just a value of 271pnts.
I would add Erkenbrand, Captain of Rohan with 10 Westfold RedShields.

Rohan sucks. There's a good chance you will never win a battle against a decent opponent.

Just so you know.

Lol.

Don't listen to Mothball. Rohan can be competitive, if the player using them is competitive. Yes they may be weak at first glance, but if you can utilize tactics, you can still easily win.

I've been "out" of the LotR Hobby for a while now, have the rules changed a lot - when I was regularly around I used to see a LOT of Rohan players pretty much kicking butt a lot of the time!

Whats changed?

Why is everyone saying Rohan sucks? A Rohan force has won 2 gts in a row if i remember correctly. Now that throwing spears are better and rohan cavalry have no bow limit, they are a pretty good army.

Im talking pre-warbands im almost certain that (not counting gamling+outriders) they won twice with grimbold, helmingas, madril, rangers, and saruman.

When it's like that, it's generally because those Armies have become popular with a particular "class" of player - if (say) the Easter Kingdoms became popular with stronger players, you would then see an upswing in wins for them.

Players generally suck less (or more) than Army Lists.

They are upgrades to RoR, under Erkenbrand's profile in the Kingdoms of Men book.
