Welcome to the One Ring!

I'm sure we can help you find an army that's right for you, but you should tell what part of LOTR interests you, like which are your favourite races and events from the films and books. Also whether you like a small elite army or a larger swarmy one.

Then we can help you out as best we can. :)

Hey there, welcome to the One Ring!

I'd suggest picking up another box of Riders of Rohan, 1 or 2 boxes of Warriors of Rohan, and also the Rohan Command FineCast set.

From there you can build up steadily on more warriors and riders, along with heroes such as Erkenbrand who would be great to lead your riders and Griswold to lead your infantry.

You could also go on to get some elite troops - Royal Guard, Outriders and Sons of Eorl.

Your best bet is to pick up the Kingdoms of Men sourcebook. It contains all the info you need on army building, profiles and the likes.

I'd advise looking in places other than GW for the plastic sets. Some other retailers might still have some of the old 24 model infantry sets (Warriors of Rohan), which are far better value for money than GW's 12 model infantry boxes.

Wargames factory Saxons and Viking are very good Rohan substitutes.

Indeed, Erkenbrand is one of the best Heroes to lead your Riders of Rohan. Grimbold is very good for the foot troops. Both of these heroes have abilities to let you upgrade your troops to make them better.
As has been said, pick up the Kingdoms of Men Sourcebook.

For Dwarves, you'd need the Free Peoples sourcebook. You could start with 1 or 2 boxes of Dwarf Warriors and some Dwarf Rangers. Then get some suitable heroes, start with a dwarf command set, then you may want to add more powerful characters such as Gimli. Dwarves also have a pleothra of specialist troop to add to your army, such as Vault Wardens, for bottlenecking tight pieces of terrain, or Khazad Guard, which are very resilient and great for protecting your heroes.

The other thing to consider regarding dwarves are the upcoming Grimhammers and Dwarves of Erebor from the Hobbit line. The warriors are similar to the current dwarves, the difference being they can't take bows but can take spears.

Welcome to One Ring 8)

If you want to go for Dwarves then I suggest starting with a few blisters of Khazad Guard, and 2 or 3 boxes of Dwarf Warriors of Rangers, as well as Gimli, and Balin, as well as the Commanders box set. So from the contents of the commanders box set, 2 boxes of Dwarf Warriors, a box of Dwarf Rangers, and Gimli you could get something like this:

Gimli
12 Dwarf Warriors, 4 with Shields, 4 with Dwarf Bows, 3 with Two-Handed Weapons, and 1 with Banner

Dwarf Captain with Shield
12 Dwarf Warriors, 4 with Shields, 4 with Dwarf Bows, 3 with Two-Handed Weapons, and 1 with War Horn

Dwarf Shieldbearer
12 Dwarf Rangers, 4 with Throwing axes, 4 with Two-Handed Weapons and 4 with Dwarf Longbows

Which would come to 586 points, giving you plenty of models for a lower points game, and provided a decent core for larger armies which doesn't cost too much.

EDIT: Highlordell and Knighty both make very good points 8)
EDIT 2: The army I use at 600 points is something like this:
Gimli & Balin, each with 6 Khazad Guard, 5 Dwarf Warriors with Shields, 1 Dwarf Warriors with Banner, and Dwarf Captain with Shield with 9 Dwarf Warriors with Bows.

If you're willing to consider alternative models to GW, then there are a huge range of high quality historical models available out there.

The Rohirrim and Dunlendings in particular, there are many great Anglo Saxon and Viking miniatures out there that can easily be used to represent them. They won't match the official miniatures based on the New Line movies very well, but arguably they'd be more faithful to what Tolkien himself envisioned.

Gripping Beast.
Wargames Factory.
Musketeer Miniatures.
Foundry Miniatures

All have great alternatives for the Rohirrim and Dunlendings.

However, GW bans the use of non-GW miniatures inside GW stores, so you won't be able to play games there if you choose to use unofficial miniatures.
