Ok so me has cooked up a fabulous list, it's 750pts, just posting it to see what suggestions y'all have :)

Warband 1:

Eorl the Young
2 Rohan Royal Guard (horses&throwing spears)
2 sons of Eorl
4 Warriors of Rohan with shield
4 Rohan Outriders

Warband 2:
Gil Galad, Shield
8 kings guard with shield and spears
3 kings guard with bows and spears

Warband 3:
Kings Champion+heralds
2 iron guard
8 khazad guard

38 models, 8 might (plus 0.5 might per turn thanks to Eorl), f6 battle line that can strike at strength 4.

My plan for reavers is the f6 battle line, and Eorl has enough height/might to snipe things like shades with his hench spears.

Corsair Reavers. They match elves' fight value, so the King's Guard mitigates that.

Why they never got released and we got extra models of the grey company I will never know?

I like the strength of your battle line with those 8 Khazad Guard and High Elves, I also like that you didn't use too many Iron Guard. Plus the King's Champion is an amazing spearhead as he has two banners with him in the Heralds
