Thrain the broken is half the points of Damrod and the old gollum profile in the mordor book is 0pts.

How about Fatty Bolger and Lobelia? But if you're looking for non-independant heroes Damrod and Alfred are the cheapest.

actually, merry & pippin from the fellowship are half of Damrod's points aswell. Good call on alfred though, had forgotten about him.
