On your side you also need some knock out factor anyway and they work for it, also a good way to give some protection to the orc vs shooting by giving 50/50 to stay alive and not get shoot...
Those are all true advantages but 1- hunter or shooting affects your force negatively. You want them in close quarters as much as and as soon as possible. Plus if you move and shoot they need double sixes to kill on most units.
Also 2- yes they provide an anti cavalry aspect but unless you're playing an all cavalry force then pretty much you just go after their foot section and you out number and attack them. Then when their cavalry cokes in you swarm them easily. Hunter orcs stats and weapons can kill anything in the game. If you get cavalry that's super heavy you can still kill it if not focus on their soft units.
Finally....it kind of kills what hunter orcs are best at. Swarm. Swarm swarm. Each one on a warg is the cost of two regular ones. If you play anyone with a competitive army you're going to get shot off and lose most of them right away anyway.
I'm just speaking from experience having played 5 matches with all hunter or army. That's what I've learned. I've learned now matter who you play rush em with tons of attacks.
All mounted elves or rohan is the biggest competitor for these forces. Having soft defense and getting shot up before combat and outran.
Other than that though even an all mounted force that is close quarters will only kill so many of these guys before they can counterattack and kill everything.
