Trying to work out some interesting themed lists to work on for my next tourney. 800 points seems a good enough level to start chucking in crazy expensive Gandalf the White while Imrahil acts as my combat hero with his F4 banner block.

Yeah, Gandalf is really expensive :(
But the list looks good!
Just some thoughts: If you want it a bit more pg take Warriors of Minas Thirit in the first rank and Men at arms to support them. D6, F4 and the banner re-roll. If you want it really competitive take out Gandalf and add Forlong with another warband of fiefdoms. By the way mount Imrahil.

Looks solid from a gameplay standpoint.

All I would do, however, is try and get some more WoMT in there. Fluff-wise they are the main defenders of the Walls while the Citadel/Fountain Guard didn't actually see much action in the fighting itself, and I do think you could do with some more numbers. For example, drop the Beregond Warband and take a Captain, Banner and equal numbers of spear+Shield and HW+Shield guys (I don't see the point of front-rank spears, really).
