So I am building a Fiefdoms army, using also Warriors of Numenor to represent the Pelagir.

Target range is 350 points, and NO WARRIORS OF THE DEAD.

Tentatively, I was thinking for Men-at-Arms to support Axemen who in turn support either foot Knights or Clansmen, potentially with mounted Knights. Not sure if Numenor is even worth it, but your thoughts?

If you have all the models available...

Forlong The Fat
8x Axemen of Lossarnach

Duinhir
5x Blackroot Vale Archer

Captain of Dol Amroth w/ Armoured Horse & Lance
2x Knight Of Dol Amroth w/ Armoured Horse & Lance

Model count is a little low, but Fiefdoms are elite, so not too much you can do about that. Eliminating the cavalry could get you up to 24 models, but that would also take away one of the main strenths of this list.

Good luck :)

Personally I would not try to run the fiefs at such a low points range. I just don't think you can effectively make use of their strengths without massing up troops and getting the prince in their. That said I think Da Great MC is on the right track with his build, small but capable. How about something like this...

Capt. of Numenor with shield
8x Numenor warriors with shield
4x Numenor warriors with shield and spear

Captain of Dol Amroth on horse with lance
2x knights with horse and lance
8x men at arms with pike
2x blackroot vale bowmen

You've got two warbands that can fight independently or together depending on deployment. A pair of bows for some cheap shots. The Capt. and his knights for a mobile strike force. Then the Capt of Numenor to fight of the other guys hero with his respectable fight value. Alternatively you could try for something with a more skirmisher feel in you took Angbor with his clansmen and more Morthond bowmen over the Dol Amroth troops.

Thanks both Wan Shi Tong and Da Great MC. Both those lists look solid, not sure which one I'd choose. I guess it would come down to $$ and availability.

It would be helpful maybe if you knew what I was preparing for, because I know the exact list this is supposed to be countering.

Also, both this and the enemy contingent are both just to be allied to a larger set of armies, just FYI thinking about supporting other armies.

So I'm building this to counter an Isengard list that contains:

Ugluk
10 Warriors of Isengard (I think the box comes with 10?)
12 Scouts
Vraksu
Crossbows

We have warbands, but models that are leaderless are just frozen and scattered for the first turn to represent the lack of direct command, so it doesn't need to be all divided up.
