In LOME under Rivendale, Fiefdoms are included in the list of alliances, so Yes, they can ally.
In LOME under Fiefdoms, Rivendale is not included in the list. The Gondor in Flames Sourcebook copies the LOME Fiefdom alliance list exactly, so it may have simply copied an error... No mention of a mistake in LOME or Gondor in Flames FAQ/erratas.

Sourcebook trumps LoME, so by that principle the 'no alliance' list is correct. And since Rivendell and the Fiefdoms are so far apart, it's hard to think of a situation where they'd join forces.

Of course, if you can think of an excuse and have the chutzpah to sell it to your opponent, then go for it. :)

LOME armybuilder has chutzpah, then. It lists Rivendale as able to ally with Fiefdoms, and under Fiefdoms, it lists Rivendale. Thematically, Dol Amroth has a rich Elven heritage, much more than it's near nieghbor Minas Tirith--which is also listed as an Elven ally. Google 'Swan Knights of Dol Amroth' and read the Wiki articles for Tolkien's histories of Dol Amroth in his 'Unfinished Tales'. "Sourcebooks trump LOME" is a good general principle, but not infalible.

Yes, that's exactly what I meant with having a good explanation and selling it to your opponent. Both Rivendell and Dol Amroth have their own problems in their corners of Middle-Earth, but then there may have been occasions during the long history when one sends an expeditionary force to help the other. In a friendly game I don't think there's a problem, but tournaments may be more strict.
