ok, my brother has also just started getting into this, and has asked me to ask you for any tips on what to put in a rohan army.

If you follow Lome then your brother should start easier with Theoden host...
Of course Rohan has great cavalry which is a 'must'...
Another advanatge is the many heroes you can choose from... And i suggest that he must get at least 2 :-D

Eomer and Erkenbrand are each good leaders to choose from. Eomer (original version) is a great bargain and very potent.

All-mounted forces are very hard to play. Try to start with a box of Riders, all played as armed with bows, lead by Eomer. Then a box or two of warriors. Counting the bows already on your Riders, bring your total up to 33% with all the remaining warriors having shields. Give many of these warriors Throwing Weapons too as they prove very useful. Put a generic Captain or another named Hero if you have one in among the warriors and maybe a Banner. As you get more comfortable with the power and weaknesses of cavalry you can get another box to add.

In play, scoot your Riders around shooting at targets of opportunity while staying out of charge range. When you are ready to charge to so on a turn where your opponent has already charged and can't counter you. Then hit hard, hopefully call an Heroic Combat with Eomer so you can jump him and a couple other Riders onto another target, and do as much damage as you can. Pray you win the Priority roll and can get away before being charged (if not, call an Heroic Move or you're going to loose everything your enemy can reach).

You also lack spear support so you need to play your warriors carefully too.
