Wait, so bow limit for example for warriors of gondor:

1 captain
8 swordsmen
4 bowmen

Obviously ok

But
1 captain
7 swordsmen
4 bowmen

thats illegal cause captains dont count towards bow limit?

The captain doesn't count but it's still legal because 7+4=11, 11/3+ 3.67. 3.67 rounded up is 4.

But 4 is 36% of 11. So does the captain count as a model toward the overall limit or no?

No but you always round bow limits up. So for 10-12 troop models you may field 4 archers

So for example in a legal games workshop tournament say it was a serious one this would be legal:

Lurtz
6 warriors with shield
4 cross bows

Ugluk
6 warriors with shield
4 cross bows

That doesnt seem right to me....is it legal?

20 warriors divided by 3 = 6.6, so rounded up is 7.
So in the list above you can have a total of 7 bow

Sarge has it right. The way it works out is
3 models or less 1 may have a bow
4-6 models may have 2 bows
7-9 may have 3
10-12 may have 4
And so on. It's always your total number of troops divided by 3 and then you round the result up to the nearest whole number

Simply follow this rule, in this order and you will get the correct bow limit for your force:
Take the amount of models in your force not including heroes and add them all up. Divide that number by 3. If the resulting number is not a whole number round it up.
Eg:
W1:
Gil-galad
12 High Elves w/ Shield

W2:
Elven Captain
2 High Elves w/ Elven Blade
8 High Elves w/ Bow

Step 1:
You have 22 warrior models.

Step 2:
22 divided by 3 is 7.3 recurring.

Step 3:
7.3 rounded up is 8 meaning your bow limit is correct.

Is it 16 bows?

Yes because 48/3=16.
