I'm not really a beginner as I have been collecting for a while however I am really not sure where to go from where I am now...
I posted what models I have at the moment to:
Subject: List ideas

And I don't know what to do now.... I am not sure whether to strengthen my current armies or expand into a new army eg.. Gondor or one of the hobbit armies the latter seems very expensive and have a very limited budget but I just want to see what you guys say... really appreciate any help

I suggest you systematically expand your current collection to make the mishmash of troops you have into armies. Take Lorien for instance. You barley have anything in the way of heroes and only the basic troops presently. Rumil or Haldir, a command set, another box of each kind of elves and some sentinels and you'd be one your way to having a decent army. Rohan could stand for a similar expansion too. Numenor and the high elves need 6 to 8 spearmen a piece but after that you'd be able to build allied contingents out of both of them.

So expand what you have first and then pick up some new stuff. That's my vote.

I'm with him. Early on, as in during the movie era, I grabbed a few of the models or boxes of each army. I have a lot of partial armies, but didn't really have any viable ones. I made the decision to paint up a force at a certain point level (600 for me). I made that decision right before warbands came out, which lead to some changes to the force structure. From that point on, I find the gaps in the army that I want to fill, then go get a couple minis, and I paint them before I consider buying more. This saves me money, time, and from causing my backlog to grow any bigger than it already is. So I'd say prioritize your armies, fill in the gaps by priority, then when all is said and done, start a new one. If you lose interest in the one you are working on, just slide down the list to the next one.
