It just came to me but what if Khamul charged and killed someone on a fell beast. Would he regain will as usual or not as it is actually the fell beast that is doing the killing and he would not actually lose a point of will for being in combat. But what if in the fight his fight value was used instead of the fell beast's, he would still lose a point of will but I don't know if he would gain will like normal.

He still gains the Will. Being mounted on a horse is the minimum for Khamul's SBG form to begin to have much potency, and being on a FB is where he really starts to show a "profit" since you have a decent chance of dealing enough damage regularly to account for the automatic loss of Will for fighting as well as taking advantage of his special rules.

I would also like to point out that mounted models always count as a single model, so if the fell beast is in a combat, Khamul is in a combat (and thus loses will). If the beast kills, Khamul kills.
