Does Aragorn, Isildur's heir's banner rule affect himself, he IS a hero of arnor afterall, does he get to fight with 3 attacks and a re-roll?

I don't think so, his rule is more of he inspires his warriors, so unless he inspires himself then no I don't think the rule applies to him.

If it doesn't specify that it doesn't affect him, assume it does. The FAQ doesn't say it can't.

To be fair, if anybody deserves it...
Or just imagine that it shows his dedication to the cause: something he loses upon becoming king of Gondor, strangely enough - maybe it was a bit disappointing after all.

Isildur's Heir can lead Arnor, saving a minimum of 50 points on a captain. Figuring that, he is cheaper than the Strider version, plus he has a bow, banner and 6" Woodland Creature bonuses. Strider has nice options for horse, armor, and Anduril, true. But unless you need an all-mounted Hero army, Isildur's Heir gets my vote.
