Can a shooting model, on top of an elevated position, shoot over a battle below to hit another target beyond?
Would it matter if it was good or evil?

If there is nothing "in the way" this means you have an uninterrupted line of sight from the head of the shooting model to any point of the enemy model you are aiming at, you are allowed to shoot.
Notice it also works for mounted archers, who may can shoot "through" 2 lines of friendly models, if the target is far away.

Legolas would need to be able to see the whole of Boromir (i.e. from his head to his toes) to be able to shoot at him with his 3 shots.

If Boromir was partly concealed by one of the hobbits then Legolas could use his Deadly Shot rule to automatically hit him but otherwise Good models would be unable to shoot at Bozza. Evil models could shoot at Bozza with an ITW test.
