All bows make for a boring game. Once you get into range, just back up at half speed and watch the enemy wither. If you could do this in real life it would be the same (think Agincourt), so it's not like the game suffers from poor design. The limit is there so you can actually have a fun contest on even terms, rather than recreating a massacre.

You can break these rules in scenarios. Many of the sourcebooks have scenarios that allow 50% bows or more. But the scenario is designed to be balanced even with the different limit.

My post was a bit misleading, sorry. If you had 24 Warriors of Rohan (unmounted) armed with spears and shield, and 12 Riders of Rohan, you could count all your riders as bow-armed because the limit is 33% of the warriors. Same with Rangers...if you had 24 WoMT without bows, you could have 12 Rangers, all of who's bows could be used. It's just that if you have more Riders or Rangers than your limit, you have to be able to distinguish the ones who can use bows from those who can't.
