Hey,

Can a Nazgul lead a Isengard army? So can Mordor and Isengard ally?

I think the Nazgul can ally with any evil army, so sure, a Nazgul can lead an Isengard army. You still need an Isengard hero though.

There are a couple of Isengard armies: Legion of the White Hand, and Raiders. There are several Mordor armies, I think only some of them can ally with Raiders, but none with LotWH. Check the Mordor sourcebook for details.

Hey,

A Nazgul can ally with all armies except Sharkey's Rouges.

So in short you would need a Isengard hero and then you could have a Nazgul.
