I don't believe a there are cart costs. Given the advantages/disadvantages compared to being mounted on an actual horse, it's probably okay to assume a cost like a horse or armoured horse.

There are no points the cart is a collectors item and not mean't for basic battle. I'd say the cart itself is probably worth 10 pts for its additional speed and ranged protection, the fireworks? Maybe 30pts.
