The shoot value a Wotr is like at sbg that you need to roll dice to see if you hit the enemy or is just bonus?

shoot value does not determine what you need to hit, as in sbg, but just gives bonus shots. The developers have stupidly made it so that 3+ gives 2 extra dice, 4+ gives 1 extra, and so on. All you have to do effectively is roll to wound. In WoTR, quantity is important for archery, so armies like elves who are supposed to be good get outshot by mostly everything.

casualties are removed before the other player shoots.
