There is no "better", either one works fine, it depends what flavor you want. Personally I prefer elves: better mobility and more troop types, but dwarves are hard to crack and have some S4 options. Do you know anything about the scenarios?

I disagree with whafrog; Elves are frequently used in the top GT armies, whereas Dwarves are rarely used there. The only way Dwarves work at a very competitive level is with Khazad Guard and allied spear support.

I play elves a lot more than dwarves, so I'll defer to your experience :) Lack of spears and mobility are definite dwarven weaknesses.

At 800 points you could probably get the bost of both forces allied into eachother. Here is a force that represents what would have happened if celeborn had died from "unknown causes" and gimli got it on with the megababe..

Gimli- 90pts
10 dwarves with shield 90 pts
10 dwarves with bow 90pts
5 khazad guard 55pts
5 rangers with 2h axe
Galadriel with fountain 155 pts
10 elves with spear 80pts
10 elves with spear and bow- 100pts
10 elves with elven blades and throwing daggers- 100pts

695 points, 62 models, 10 bows (two different volleys), 6 might, much more than usual being expendable due to the fountain.

I really like dwarves with there high defense and axes. KG are great if you start with dwarves they are a must. Its already been mentioned but I ally my dwarfs with gondor to get spear support. This way you can also add knights of MT for some cavalry.
