For a tournament such as the GT, can I use any Saruman model for the good Saruman? Or can I only use the one in the White Council set?

I do not see why you can't. All the Saruman models I have seen are pretty good.

i play elves which can make good use of saruman, however i've had the same problem, i would prefer to use the white council one but its so hard to get, so i use the saruman (orthanc) a say he's on the horse because he's the lead wizard, no seems to mind so i've been using that one.

You can really use any Saruman model you want, except the mounted one. Good Saruman can't buy a horse, so it's illegal to use good Saruman with a horse.
