 Post subject: Black Dart - D3-2 to a minimum of 1?

I do not get the writing of this part of the Black Dart rule. If you roll a 2-5 you will do D3 minus 2 might loss to an enemy (to a minimum of 1). This makes no sense at all, since you are going to score 1 might loss NO MATTER WHAT YOU ROLL!

Am I reading this wrong?

No, that's how it's supposed to be read. Which is why Nazgul are incredibly overpowered.
