I plan to make an army including these:

Elrond on Horse w/ HA
12x Rivendell knights w/ Shield and 2 banners

Gwahir
2x Great Eagle

my question is that can I have 2 elven banners because there are 2 heros or can you only add banners based on the amount of heroes in the same faction. For example for a rohan, gondor army, if you have 1 gondor captain and 1 rohan captain can you have 2 rohan banners because there is one banner per hero or do you have to give each their own banners? I know the eagles cannot benefit from the elven banner but I was just wondering about the banner to hero rule.

Before the Hobbit, you could have as many banners as you wanted and models could benefit from allied banners. Has this changed?

There doesn't appear to be any rules concerning the number of banner you can take anymore and any model on your side can benefit fro a banner. So you can take 2 banners and it effects the eagles.
