In older version I think it was just limited to a shorter range of LoS, which impacts shooting, spells and charges. I'll try to check the new rules this weekend if no one else posts first.

As for 'when' you can sometimes invoke special rules like this in friendly games but usually they're specific to scenarios. If you have a force that is favored in 'night fighting' maybe you could work something out with your friends to roll a d6 before any deployments start. If you get a 1 (or maybe a 1 or 2) then it uses these rules.

Maybe try out a variation of the Night Fighting rules from Warhammer 40K?

e.g. Whenever a model attempts to charge or shoot, roll 2D6 / or 3D6 etc (experiment with different numbers of dice).

The result is the distance in Inches the model can see at that time due to the light levels (starlight, moonlight, clouds obscuring the moon). If the target is beyond this distance, the action fails.

There are several references to fighting in the dark in the hobbit rulebook, but I haven't seen any concrete rules about it. What I would personally do is go with a slightly modified version of Ring rules.

Figure out the closest source of light, count how many inches away they are from the edge of the illuminated area (so not the center of the light source, but how far into the actual darkness they are), and substract that of your shooting value for ranged attacks. For charging the standard rule from the Ring could work pretty well, simply replace total length with how many inches of darkness they have to charge to. Could justify it by saying that the soldiers are wary of just charging willy-nilly through pit dark areas that may very well be an actual pit.

There are some examples of fighting in the dark in BGIME magazines if you own them you can definately find it there. You can also find rules for weather conditions there such as fog, rain, snow etc. etc.
