Don't think so. I've never played a battle where the models can swim though, so I wouldn't know (most of my battles don't have rivers/lakes in them). I expect there's something in the rules already about this, or that GW will clarify it for next year's Laketown/Barrels stuff.

In the MoM rulebook it says models may not lie down, shoot, or carry burdens but will fight as normal.
Not sure if it's changed in the hobbit book as I've lost my copy.

Im sure this has come up before in the fords of isen or the watcher in the water scenarios. I cant remember what ruling we used.

This would only become a problem when one of the sides is not swimming while the other is. When they are both swimming there is no need for any 'handicap' since they cancel eachother out.
You could make an awesome houserule where you say that the type of armour not only decreases the swimming skills but also the fighting skills in the water.
I'd say that if one of both models is swimming he must randomise between enemy and shore. Maybe a -1 on the Duel roll would be realistic too.
I cannot remember any official rules though.

Models may fight while swimming. The only restriction in the Hobbit rulebook is they may not shoot.

I also like to add an "in the way" roll of a 4+ because of the difficulty to strike with killing force while in water

well it's because I've made a shoreline piece of scenery so my watcher can try and drown enemy heroes or have a monster throw an enemy hero in the sea
