So I was reading the rule of the goblin king, and I was wondering: If a dragon breaths fire on him does he still benefit from his 3+ save? being that breath fire is a magical ability that cannot be resisted because it is a physical attack and counts as a bow in game terms

Dragon fire is a shooting attack. The rules clearly state treat as a bow which means yes, the goblin king gets his blubber save.
