With The Betrayer on Fell Beast and his special rule Bane of Kings, when hurling do I get the ability to re-roll the strength 5 hit aswell as all the strength 3 hits to the initial target and the models he hits?

NO he doesn't. That would be abusing the rules, however there should be no problem If he were to rend.
