If i target a model(for example DrĂ¡r) with the Fell light is in them and it cannot pass the courage test and I move it, is he got the penalty in the shoot phase? 5+ instead of 4+?

After being affected by spells such as compel or Fell Light from the spectres, the model is not able to do anything further that turn. Therefore he cannot shoot.

The rule is actually they are not allowed to move any further that turn. So RAW is they can shoot. But RAI is probably no they cannot.

if the fell light is in them made them move their full movement then no they cant shoot since the rules for shooting state that they have to move half the distance to be able to shoot.

if the target did move half distance and you decided to use it and make him move full he lose's his shooting since he moved a full distance and even further then normal.

now spell casting can be a arguable though since that is done in the models movement and this hasn't been FAQ i'm assuming for spell casting that the model wouldn't be able to cast since the opponent is forcing them to do their movement instead of the main user that had them in their army.

the fell light is in them rules doesn't say anything about the target unable to shoot or do actions while compel does.
