Does the special rule of the Mirkwood Rangers (or Tauriel and Thranduil, while we're on the subject) still apply when the model is Transfixed?

Presumably when the Transfix is Channeled the rule's effect would not affect the Attacks value of the model, but when cast normally would the Attacks value increase in line with Transfix's effects?

no. When a model is transfixed, it benefits from no special rules.

Is that even for the "the will of evil" rule?

Wait, what? This is pretty ridiculous.
From the FAQ:

Q: The rules for Immobilise/Transfix no longer state that the victim
can do nothing further that turn. How does this affect the Shielding
rule or Rúmil’s Swift Parry special rule? What about Boromir’s Horn of
Gondor? (pg 79)
A: Special rules and items of wargear can still be used as normal.

Yeah ignore that. It is out of date...

Can an Immobilised/Transfixed model call Heroic Actions, use Magical Powers, use special rules
(such as The Horn of Gondor), use Special Strikes or otherwise perform any voluntary action? No.
For all intents and purposes the victim is entirely unaware of the battle swirling around
them. They can only roll to win a duel, and back away if they lose, otherwise they can do
nothing (GWA)

From the GBHL community FAQ which is approved by the guy who writes the GW FAQ's. The current edition of the FAQ was written a long time ago and Simon didnt have chance to edit it before it was published. The hurl rules in the FAQ are all wrong aswell.

Sure, thanks for the link, but I don't think Knife Fighters is a rule that you can "do" - it just happens. If transfixed model would gain no benefit from any of their special rules, that would basically mean Transfix = Floi's ability, and I'm sure this is not something that's intended.
Please correct me if I'm wrong, but I don't see the connection between the quoted faq question and Knife Fighters rule.

Rumil doesnt benefit from Swift parry...that is a similar rule to knife fighter.

It's an interesting point, but I think ultimately you wouldn't get it when transfixed.

Im not sure why there is a debate on this....first of all, only FAQs on the GBHL page that are highlighted in RED are approved by GW staff. Therefore the GBHL ruling is technically a house rule. The official FAQ states that all special abilities are still active. Therefore the Ranger recieves the extra attacks.

As the guy who writes the Community FAQ I can assure you that that's not the case; read the first page of the Community FAQ, those questions highlighted in red are those that have changed since the last version of the FAQ to make them easier to spot. The questions approved by GW that supersede the current official FAQs are identified by (GWA) after them (Games Workshop Approved). You'll notice that there are several of these throughout the document including the Immobilise ruling and the Hurl rules as Southy mentions above.

In short, Rangers don't get the benefit of the rule if they're immobilised, just as Rumil doesn't get swift Parry and Boromir doesn't get the Horn of Gondor. All of these rules clearly depend on the model being able to move freely which they cannot if they are Transfixed.
