2 powerful heroes, Narsil should mean those who hide behind their minions soon find their hordes depleted, he and Gil galad should be able to monsters pause for thought.
The only problem is numbers but I don't think I've ever seen a good army at this size beyond 3 warbands apart form dwarves, and the temptation to drop Elendil for Glonfindal in heavy armour with more elves.

I'd rather drop a couple of guys and get horses for elendil and gilgalad

I always wondered about putting -just- your heroes on horses (i.e not with a mounted warband). How do you best use their increased mobility?

I always end up counter-charged.

You should stand behind your lines, wait for the shield walls to lock and then hit the edge and heroic combat along hte back of their line towards their shamans/ringwraiths
The movement allows you to go get the heroes and the horses gives you more consistent damage on the charge

Another idea for the list is this:
Gilgalad with shield 145pts
12 High elf warriors:4 with elven bows, 4 with spear and shields, 1 with elven blade, 1 with banner and shield 153pts

High Elf stormcaller 60pts
12 High elf warriors:4 with elven bows, 3 with shield and spear, 2 with elven blade 127pts

Elendil 165pts
12 Numenorians: 8 with sheilds, 4 with spears and shields 100pts

Lot less manovarble then the other one, but has more elven warriors and the storm callers magic could be usefull, though it could be worth dropping the banner and taking Erestor or a captain instead. Tbh I like both this list and the other one as Elendil being mounted could make the best use of Narsil, and with this one I could swap some warriors with swords for ones with bows as they are lovely models, but with all of them geared for combat I could then run the elves behind them with spears, possibly dropping Gilgalds's shield for extra spears.
