Those rules seem pretty riciculous, no offence. You could give a Dwarf a banner for 10 points whilst being able to give, effectively, all troops within 6" an extra attack to win the fight which will virtually be your whole army. In 1 on 1s with Dwarf warriors, you'll be twice as likely to win the fight which seems a bit silly IMO. Maybe it
is a balanced rule and apologies if it is, but it seems too drastic to me.
It does give an enormous albeit unbalanced, boost to the banner's effectiveness, but the point is that it makes everybody want to have a banner in their army. All the members are encouraged, not only to have competitive armies, but well painted and table-appealing battles.
Your dwarf warrior w/ banner is 10pts. My elf warrior is 22. Everybody has one so it all equals out.
