If I was to run shagrat into my list how many squads of mordor uruk hai should i take with him?
Or would it be a better idea to avoid him?

Squads? LOTR doesn't use squads, are you talking SBG or WOTR and which version of Shagrat?

If your going to take Shagrat and his Tower guard in WotR, take the full 3 companies of them and give em Two-handed weapon. Unfortunately due to their low defence you'd be wanting to use them as a reserve unit then unless them on an unsuspecting unit.
