To me this means that you need a RotN or dunedain for every 4 rangers, not just for rangers that would bring your bow limit above the 33%.
i.e.
for the 12 rangers that you have in your list you need 3 RotN because the bow limit has exceeded 33%.
if you wish to keep within the bow limit than you don't need any RotN.
i.e
a list with 24 models can have 8 models (in your case rangers) with bows, including heros
If I read this right, yes. If you want to have an army of 24 rangers all have bows, you would need 6 RotN.
