It's a fun themed list, I'd like to have a go at playing it, you'd struggle to kill models but you should be able to keep your guys alive thanks to 8 Sap Wills a turn and Harbinger of Evil stopping heroes with their filthy heroic strikes charging you.
I think ultimately you'd get swamped/shot to death but I think it would be a fun game in which the normal troops would win the day for the opponent in the end. Although of course, elves and other high courage models would have much more of a chance than goblins.
When you ask if I've seen anything like it before, I've seen 6 of the named wraiths on Fell Beasts at 1000 points an awful lot and that is no fun to play against. The combination of monstrous cavalry, the wraith's magic and the new monster rules makes the Fell Beasts all but unstoppable and makes for a very dull game for your opponent. I think using an all Fell Beast army is fine if you tell your opponent in advance so they can prepare one of several lists that would beat it but turning up to normal games with just Fell Beasts will get very old, very quick. Your list on the other hand would present some interesting challenges, without seeming overpowered.
