We took this all mounted 1000 point Rohan army to Doubles last year along with quite fluffy allies (Radagast on horse and 2 eagles). It wasn't meant to be competitive or really powerful but it looked awesome, was great fun to play and performed pretty well (won 2 out of 5 games and came fairly close to winning the other 3).

Our plan was generally to use our superior movement (the tables were 6x4 which helped) to skirt all the way around the enemy and make a ring whilst shooting at them from a safe distance. Once the ring was complete we'd charge in from all sides to prevent spear supports and counter charges scuppering us. As with any plan it's easy to say but much harder to do but it worked really well in one of the games we won and came close to succeeding in another 2. Rohan are good because they can get a lot of cheap Might on the board. You'll notice the warbands are small at only 5 warriors each but I find this optimal for cavalry to make sure they are all in range of their captains' Standfast and Heroic Actions. Radagast is a great buff for Rohan as his Chanelled 12" Terror bubble can stop a lot of counter charges. Also, there are normally a lot of monsters at 1000 points and their Hurl attacks can be a disaster for cavalry armies, Immobilise can help to minimise that impact really well. The Eagles are just good fun to use and give you some F7, Brutal Power attacks and fit in well with the manoeuvrability theme. Above all, tons of fun!
If you wanted to be more competitive then you could think about swapping an Eagle for 4 Sons of Eorl or drop 1 Redshield with Throwing Spear and replace 4 Royal Guard with Sons of Eorl with the saved points.
Thermo has been doing really well with his all mounted Rohan army recently and actually came second in a GBHL tournament yesterday
I have no doubt that when he sees the title of this thread he'll be up for offering his thoughts. His force works well at 500 points and there's no real reason it shouldn't scale up (although he'll need to find some more Sons of Eorl!), the increased number of Monsters and Wizards (Sorcerous Blast) would hurt him at 1000 but I still think it would be quite competitive as he's a good player and understands how to use cavalry well.
