well, isengard is a good starter army - i would suggest, at that points level, another 10 warriors at least. Uruk-Hai can be found very cheap and in large quantities on ebay, an invaluable resource. you want to think about heroes for your force. Vrasku, Sharku, and Generic Uruk Captains are good.
isengard can easily go foot-troops only, in which case you will need some crossbows. a troll is a good idea, or some Warg Riders for cavalry. really isengard is full of options for every play style.
if you're only starting a 500 point army might be better as a preliminary goal. what sort of play style would you use?

At 800 pts (at even 500 pts) i recommend saruman. Preferably mounted. I'm also fond of ferals and berserkers

Here's a sample 800pt army for you. I'm not an Isengard player myself but this would be a nice beginner force in my eyes (although probably not hugely competitive).

Warband 1 - 295
Saruman
8 Uruk-Hai Beserkers

Warband 2 - 25pts
Grima Wormtongue

Warband 3 - 120pts
Sharku w/ Warg and Shield
5 Warg Riders

Warband 4 - 180pts
Either Ugluk, Lurtz, Vrasku or Mahur
4 Uruk-Hai w/ shields
8 Uruk-Hai w/pikes

Warband 5 - 180pts
Either Ugluk, Lurtz, Vrasku or Mahur
4 Uruk-Hai w/ shields
8 Uruk-Hai w/pikes

That comes to 800pts exactly. Is that the sort of thing you were looking for or were there other minatures you wanted to include like ferals, a shaman, or a troll? :)

That looks pretty good and competitive. Isengard is always competitive. A fine army selection.

One issue though. I have only ever done this once mind you, but I recently used Saruman on horse and Grima, and they were absolutely worthless and over costed.

Id much rather fit in a whole warband of any one of those heros you mentioned and 12 troops.

or he could use a weaker version of saruman, not as mighty but magic presented there

you can try this:

warband 1
Sharkey and Worm
4 uruk hai warriors with shield
7 uruk hai warriors with pike

Warband 2
Thrydan Wolfsbane on horse
5 warg riders

Warband 3
Vrasku
7 uruk hai warriors with crossbow

Warband 4
Uruk hai shaman with armour
4 uruk hai warriors with shield
8 uruk hai warriors with pike

Warband 5
Sharku on warg with shield
8 feral uruk hai
1 orc warrior

800pts

might: 11
models: 50
