But it has the same amount of models as list 1 and 2 less than list 2, arguably with less powerful models.
Or there's this list instead:
Gil-Galad, shield, armoured horse
Captain of Numenor, heavy armour, shield, horse, lance
1 Warrior of Numenor, banner, shield
3 Warriors of Numenor, bows
5 Warriors of Numenor, shields
2 Warriors of Numenor, spears and shields
Only 13 models, but 2 powerful heroes with 3 and 4 attacks on the charge with +1 to wound. What do you think?
My personal opinion is, considering you're so set on the High King (And why not, right?) is to take the horse and lance away from the captain of Numenor, give him a few warriors and get Elven archers with spears within Gil Galad's warband. That way the Numenoreans can get stuck in with the captain, with those precious might points and the Elves can follow in as a second wave/flanking force or support the Numenoreans directly if you have a good tactical position.
Another option would be to let them wander off to a good vantage point with good visibility and have Gil Galad charge in with the Numenoreans straight away.
