Hello. Ringwraiths can not lead Uruk-Hai because they are not in their army list.

Ringwraiths can lead warbands of Mordor Uruk-hai and Black Guards however, as they are in the same list.

Isengard is a bit tricky to do cheaply as Uruk-Hai with crossbows are either metal or finecast. The plastic basic troops box is just sword & shield and pikes. Those are great troops, but if you want to round it out with shooting you'll need to pike up the more expensive crossbows.

Your best shot for starting an Isengard army from scratch is to check out eBay regularly. You'll find plenty of lots popping up now and then for good prices. You may need to strip some models as most are painted and not well, but you can find some nice lots that often include multiple heroes as well

Good luck !

For my part I advise you to get yourself the named scout captains, excepting Lurtz, if you are able. No one really seems to like Ugulk but he comes in the bundle with Vashku who is highly regarded so you'll get both anyway if you go to GW for them. The scouts themselves are decent troops and become all the better when upgraded to the marauders with 8'in movements. The Dunlanding lord is pretty sturdy too and he is one of the few that can be mounted. I'd get him, or a proxy, if you are able. After that the captains and Saruman are good to have for variety.

Scouts are solid. It's not that there's really anything bad about them, but Isengard just has so many other better options, that you don't see a lot of scouts in competitive lists. Armored Uruk-Hai offer better defense, Berserkers and Feral Uruk-Hai offer 2 attacks, and Crossbowmen offer generally superior shooting (greater range and str). But scouts are reasonably costed, and are Fight 4, Str 4, so they're decent.

If you are going to play Scouts, You want Mauhur in the list, if possible, to allow the upgrade which gives scouts 8" move.

Here's a quick buyer's guide, IMO:

Saruman - must have....costly points, but a game changer...Immobilize and Compel can nueter any big hero, and Sorceror's Blast can destroy cavalry and wreak havoc on enemy battle lines
Vrasku - must have....shoots his str4 xbow twice per turn, str5, 3 might
Mauhur - very good....moves 8', 3 attacks, his upgrade rule for scouts is great
Lurtz - solid...3 might, str5, can take a bow
Ugluk - decent....3 might, str5, has a special rule also
Uruk Capts. - very good....str5, def can get 7 with armor and shield, very survivable
Uruk Shaman - very good...channeled fury can swing the game massively
Thrydan - solid ....good killing power, can be mounted also
Dunlending Chief - solid...good killing power, but other options are generally better
Grima- sneaky good....can be a non factor, but can also help you win games with his special rule, especially against big guns (Boromir, Aragorn, etc.)
Orc Captain - useful, but Uruk Capts are better option

Uruk Scouts - decent...can move 8" with Mauhur's special rule...can get def 5 w/shields...pass on the str2 bows
Uruks w/Pikes - solid....good support option for your battle lines
Uruks w/shield - solid....D6 with shields, str4, good cheap bulk troops
Uruks w/xbows - excellent....str4 shooting with 24" range...fight 4 and str4 in melee also
Bezerkers - excellent...2 attacks, str4, def6, and courage 7 !
Feral Uruks - very good....2 attacks, str4, cheap points
Dunlendings - ok....most Uruk troop options are better
Men of Dunland - pass....weaker version of Dunlednings
Isengard Troll - ok....can dominate, but as with all Trolls, very susceptible to Magic....and Costs about the same as 7 Bezerkers, who can do a lot more damage (IMO)
Isengard Orcs - ok...orcs w/spears behind a line of bezerkers is a nice combo, giving 3 attacks on the line

Great awnsers I tip my hat to all of you. I've been looking around and i wonder is this a good Isengard force

Warband 1:
Hero: Saruman on foot
Warriors: 10 uruk warriors and 2 crossbows

Warband 2:
Hero: Mauhur
Warriors: 12 uruk scouts

I think 2 crossbows on their own is not worth it as they cannot move and shoot. I prefer to either go with no shooting or make use of the 1/3 limit. Just worth considering.

Also you said you want a ringwraith. If you don't care about theme, a good option could be to get a warband of orc spearmen to support your uruk hai. It would be a cheap way to get your S4 D6 uruk hai an extra attack. Plus if you use the shadow lord then you can avoid getting shot at while getting them set up and into combat.

I agree great points so i thought maybe Saruman and 10 uruk wariors. mauhur and 12 scouts and then vrasku and between 3 and 8 crossbows it depends on what i find on ebay and maybe l'l get the orcs for spear support and I ca just proxy normal mordor orcs. and I did't find "the shadow lord" in the army list thanks

The shadow lord is the the mordor sourcebook and as you said you are starting an Isenguard army, might be best to stick just with the Isenguard book and list.

Mordor orcs are the same thing and you can use them no problem. If you don't have pikes, then the orcs give a really cheap way to support, but if you are buying a new set then you will probably end up with pikes which are good too. I would get a box of scouts and a box of warriors and just try playing them from there.

Crossbows are not too difficult to get off ebay, I would aim for at least 4 in your team to make them worth it.

Also grima is a steal for 20 points if you take saruman, less so at lower points but still gives them something to deal with.
