i was wondering what material would be suitable for making some old stairs to lead up to the to of a hill any ideas, ideas on how to make it look old and worn will also be greatly excepted.

Insulation foam would works well if you wanted to make stone stair and it would be easy to make it look worn by cutting it up a little. TheEverPilgrim did a really good job on something similar. Link

When you say 'stairs' - do you mean stone steps cut or built into a hillside, or a timber structure?

Yes, I think carving the shape of the stair out of the insulation foam would work fairly well. After you've carved the basic shape you can use your hobby knige to gouge out a few areas on the steps to make it look worn. To give the stone effect, just cover the stairs in polyfilla or some similar filler, and then carve the stone patterns into it. To finish off, place some sand in a few areas to further the worn effect even more. That should work well, and not be too difficult either. :)
