does the hero declaring a heroic move must be the first to move model wise? or can other models participating in the heroic move before him as long as the 6" rule is adhered to?

He has to move first as you have to complete a models turn before moving on to the next.

Exactly. If he shouts 'with me' he has to move first, or how else would other troops know where he is headed? You already know that in SBG models are moved one at a time, not as a collective group so he must be the first to move since it is him calling the action. It makes it all the more important on how you deploy your troops as he can't leapfrog over a front line for example. A strategy battle game indeed!

when you yell charge you shouldn't have to be the first to move
when you yell fall back you shouldn't be the first to move

i am not looking for real life justification or even fluff rationales
just what is the accepted play whether RAW or RAI

He's not yelling charge.. he's yelling 'with me' ;) If he shouts 'with me' and then stands still, no ones going to move!

There's been a massive discussion on this few years ago on TLA (about 50+post subject IIRC) which led to pretty much one conclusion after tying all the ends, then GT FAQ'd it this way and all major tourneys have been playing this way: Hero calls heroic move in his own move, therefore it is his turn to move, if you don't move him but move other models then you are not allowed to come back to him because his moving turn has ended (following the RAW of the most basic rules for movement). Hero calls "With Me" "as he moves" according to the rules.
