Too much command. I would swap a captain out for Thrydan and the other captain and banner for grima. Also, I wouldn't really use phalanxes at this points' level. Here, you want as many heavy infantry block as you can get. Also, what are you using for the last 250 points? May I suggest another warband or two and maybe upgrading the wargriders into Sharku's Warg riders.

I agree with spuds. I would also drop Tormented Steeds.

Sorry, the 1250 was a mistake; I meant to put 1000, and I've fixed it. I'm trying to create a themed army based around the force that attacked Helm's Deep, which is why the Phalanx is there. The command is really just to fill the last 2 spaces after 3 boxes of Uruk-Hai. Here's a revised list.
Saruman-240
Sharku's Hunters, 6 comps-225
Uruk-Hai Phalanx, 4 comps, captain, banner-225
Uruk-Hai Warband, 4 comps, captain, banner-225
Isengard Assault Ballista, 1 comp-75
990 Points

Better than your last list, but still lots of room for improvement. How about something like this?

Saruman - 140
Thrydan Wolfsbane - 50
Uruk-hai Warband, three companies - 105
Uruk-hai Warband, three companies - 105
Uruk-hai Warband, three companies - 105
Uruk-hai Phalanx, four companies - 140
Uruk-hai Phalanx, four companies - 140
Warg Riders, shields, hornblower, four companies - 100

Better to put Thrydan with a strogner company like berserkers if you are playing aginst rohan(steadfast automatically) 8)
