there is a maximum number limit on LOME forces anyway so you don't need to worry about being too outmanned, from personal experiance, the best way to deal with numbers, is with numbers, try not to make your force too elite

example

4 Uruk-hai Captains with Shields

10 Uruk-hai Warriors with Shields ---------------- < Your Phalanx, Tactics: Line your pikemen behind your shield men and your orcs either side, when you reach combat
20 Uruk-hai Warriors with Pikes ----------------- < your pike men will be able to fight through your shieldmen and be able to stand up to any foe, use your orcs to swarm
8 Orc Warriors with Shields ----------------------- < around the sides of your enemy line, this is an excellent way to take out groups of enemies quickly, I would put
8 Orc Warriors with Spears ----------------------- < at least two captains with this formation.
1 Orc Warrior with 2 Handed Weapon ----------- <

8 Urukhai Berserkers ------------------------------ < These guys make great hero killers, they are also pretty good at taking out blocks of enemies, place them behind your phalanx
----------------------------------------------------------formation and unleash them in combat, put a captain with them too

15 Uruk-hai Warriors with Crosbows ------------ < shoot em, take out hero's, trolls and other important figures with these guys
8 Uruk-hai Scouts with Bows --------------------- < shoot em some more

thats 999 points in total, hope i helped

Isengard's Uruk Hai are some of the toughest base troops in the game. They're Captains, with Heavy Armor and Shield, are some of the most durable. I have won many games against a range of Good armies simply with lots of Uruks, a few Berserkers and a couple Captains to call Heroic Combat and help with Stand Fast if things get that far. If you go light on the base troops you're doing the solid nature of the force a disfavor.

I thought the number limit was 75 for 1000, your list is 78. To take it down a bit in numbers, trade some of the orcs with shields for more Uruk-hai with shields.

Well, an isengard troll is more than capable of killing large groups of models, but only if your troll is being covered by the rest of your army. Sharku and his warg riders are a very underrated choice for getting rid of enemy models, especially since they can get to where the enemy needs to be killed very quickly. However saruman and grima tops everything, sorcerous blast combined with grima's negation powers means that no-one on the enemy team can do anything :p

If you are after some heavy hitters or for taking out mass infantry look at backing Ferals up with Orc Warriors with Spear. You get 3 attacks at S4 if they both get in, if not then still 2 attacks at S4 and really they are not that expensive, plus have a high Courage for when the force inevitably breaks.

Also Warg Riders make a good flanking force for cutting through the enemy.

You don't need any. Uruk-hai Scouts are part of the the main Isengard list as well.

siege machines are not usually considered to be the most competitive but it is fun to play with 8)

Siege engines are good against blocks of opponents. If they use a tactic that involves them being spread out, they don't work that well.

The Uruk Ballista is a good way to threaten a major Hero though. Especially with a Captain assigned to have some Might available. Wouldn't suggest it (or any other large siege engine) under 750 points except for fun, but if you do manage to score the hit it's impressive. 8)

You mean if you hit and the angle is right. A hit, good angle and reasonable push distance equals devastation and chaos. If you're missing any of the three, I'd hesitate to say impressive... though if you kill a Troll/Ent/Eagle/major Hero, it's amusing watching your opponent when he realizes you just insta-killed something he was hoping to devastate your ranks with.

You don't need one to ally them in. They're altready part of the list.

Everytime I've used mine, he performed extremely well. The only time I've not seen an Isengard troll perform well (as in killing more points than he's worth) was when Durin's Bane killed him in one turn of combat.

I hesitate to think of a model that performs well when pitted against so mighty a foe. It's like saying 'That Rohan Royal Guard(w/ throwing spears and horse) wasn't worth his points, he got squashed by a Isengard Troll in the first round of combat'. With that kind of discrepancy in point value, the loss shouldn't be considered in terms of the model's performance.
