In LoME it states that for every RotN or Dunedain you can have up to 4 rangers of Arnor. My question is, do I have to have any rangers of arnor at all for each RotN/Dunedain? Could I, for instance, have an army comprised entirely of Rangers of the North (plus my leader of course)?

Of course. As you have quoted, "can" and "up to 4"

Keep in mind this max ratio of 1:4 is in order to get the 100% bow limit. If you have more RotN than you need for this ratio, it's not a problem. If you have less, you're limited to the 33% bow limit. Of course, RotN are heroes, so they don't count towards the limit.

The Grey Company is not restricted by bow limit. You may instead include up to four Rangers of Arnor for each Dunedain or Ranger of the North in the same force.

That list is never restricted to 33% bows, they just have a different restriction

Indeed not
The 33% limit that all lists but one follow only applies to Warriors.

The rule says you "may" instead of you "must" ... But you're probably right.

The may is directed at the up to four rangers of arnor part.
Like "You may include up to four RoA for each Dunedain or RotN in the same force instead"

It says that "the Grey Company is not restricted by bow limit". It then goes on to say what restrictions it actually does have.

Ok so could I have any rangers of Arnor at all in my force without also including a RotN/Dunedain? It looks as if it says you must inlcude RotN/Dunedain if you want to have RoA.

That's what it says. You can include up to 4 RoA for each RotN/Dunedain
If you have 0 RoTN/Dunedain you can include 0x4 RoA
