No. He counts as part of the White Council.

Eagles though counting as monstrous are not a mount so
1) can't be knocked to the ground
BUT
2) still dont gain a charge bonus... WHY??

I have had eagles since I started collecting and still don't see why they don't get charge bonuses or more might

Being a monster has nothing to do with being knocked to the ground - they do get knocked down by monstrous mounts with S6 or more.

Fell beasts can knock Eagles to the ground.

To summarise,

Fellbeasts DO get the +1 attack bonus when charging Eagles
Fellbeasts DO get the knock down special rule if they win the fight (Str 6)
Eagles receive neither of the special rules

A simple house rule - Eagles can never be knocked to the ground. They might then be worth their points value

If you get two Eagles in a fight with a Ringwraith on Fellbeast, with their higher fight value, they have a good chance of winning the fight and are almost certainly going to wound with Str 6. But an isolated Eagle doesn't stand much of a chance against a Ringwraith on Fellbeast (Transfix and charge etc). Two for 180 points work pretty well though even if they can be knocked to the ground :x :-X

Eagles work well for tactical air support, but not for combatting hordes, for they are usually swamped and slain. They have the capacity for adding fight value and strength to otherwise problematic fights, but one mustn't get carried away.
