Ok...... You can have them for half the points cost if you can quote me a page reference in any current rulebook that says you can go over the bow limit with Riders of Rohan as long as only 1/3 of them can shoot. :P

You could in LomE, it says that Riders of Rohan, Khandish Warriors and pre-Harad-sourcebook Haadrim Raiders can choose not to count as bow-armed. Though no such rule exists in the Warbands system.
