It's one of the things GW screwed up a loooong time ago and still hasn't fixed (they're actually repeating it right now with Rivendell Knights, who also come with a bow standard and are
in a list of their own!).
Some years ago (I think it was in '03), when GW first released their tournament rules, they adressed this issue, though instead of just making the bow optional and dropping the base cost - as is normal with pretty much
every other unit - they decided that while all Riders
pay for the bow, only those models actually
holding one may use it. I'm not entirely certain this ruling still stands, but I assume so. It is a waste of points for two thirds of the Riders, though... :/
One alternative to have an all-mounted force is to use mounted Royal Guards to fill up the numbers - the models are blething expensive, but they are superior to RoR in every respect (higher F, higher D, Bodyguard) - and I think most (non-tourney) opponents wouldn't mind differently-coloured RoR as RRG stand-ins.
