Can you tell me if you're allowed to go 12cm with a rider then shoot a throwing weapon and go back 12cm?

you can only throw a throwing weapon in the move phase if you plan to charge as you throw from an inch away. If you fail to kill your target, you have to charge in.

Yes, you could.
If you want to use a throwing weapon in the move phase you must move to just out side their control zone and then (if it fails to kill) charge directly after you throw it. But if the throwing weapon does kill the model the book says the thrower may finish his move in any way he wants.

I am speaking of the MoM rulebook so if there is something new about this subject in the Hobbit edition ignore the above post
